Board of Academic Advisers to the Federal Minister of Transport, Building and Urban Development
The board of academic advisers to the Federal Minister of Transport was set up in 1949 to advise the Federal Minister of Transport in preparing and carrying out his tasks and to help integrate scientific knowledge into both traffic policy and specialised work.
The board members are scientists and outstanding experts with extensive experience in the areas which fall into the ambit of the Federal Minister of Transport. The member structure of the board of academic advisers is interdisciplinary: Besides economists specialising in macroeconomics and business administration, members also include university engineering lecturers. This composition reflects the diverse economic, technical and socio-political aspects of transport policy and academic transport work.
The members are appointed to the board of academic advisers not as representatives of a group, specifically an interest group, but solely in terms of their person. Proposals for appointing members are issued by the board, whilst actual appointment is undertaken by the Federal Minister of Transport, Building and Urban Development. The board and the ministry are united in their efforts to secure the independent position and academic character of the board.
Constant academic exchange
Via regular meetings in alternating locations, the board members make use of the opportunity to remain in constant academic exchange regarding essential and current transport policy problems. Continuous contact with leading ministry staff ensures that the flow of information from transport policy to transport academia and vice-versa is maintained.
The members of the board of academic advisers carry out these activities on a voluntary basis. This is all the more deserving of thanks and recognition when one considers that involvement in the board of academic advisers is relatively work-intensive for its members due to the comparatively high number of meetings each year.
The board currently numbers 17 members.
Task areas
The task of being the advisory body to the minister and the ministry necessitates that the board be independent of the ministry as an opinion-forming committee. Its debates can be stimulated via discussions with the Federal Minister of Transport, Building and Urban Development himself or also ministry representatives. In keeping with the board's independence from the ministry, it follows that its comments are exclusively expressions of the opinion of the board and its members, and do not reflect the opinion of the ministry. Thanks to this position, the board is at liberty to select its topics. It deals both with problems specified by the Federal Minister of Transport, Building and Urban Development and with questions which appear to the board to be particularly topical and significant to transport policy.
The board of academic advisers' activities are broken down into three main task areas:
- Formulation of essential, expert opinions on key transport policy issues
- Composing statements on current transport policy topics;
- Provision of direct advice to the minister and senior officials of the Federal Ministry of Transport, Building and Urban Development.
