With the entry into force of the Aviation Security Act (Federal Law Gazette I page 78) on 15 January 2005, the responsibilities for aviation security in Germany were reorganised. The Aviation Security Act combines the aviation security provisions which were previously contained in the Civil Aviation Act in connection with other regulatory subject areas.

On 19 January 2003, the Regulation (EC) No. 2320/2002 of the European Parliament and of the Council establishing common rules in the field of civil aviation security (Official Journal L 355/1) entered into force.

For the searching of passengers and their baggage at airports for protection against acts of violence against civil aviation, the authorities impose charges on the airlines.

On 15 January 2004, the European Commission adopted a Regulation (EC 68/2004), which for the first time contains a list of items which must not be taken into the cabin of passenger aircraft or are prohibited in checked baggage. This list is applicable throughout the European Union (EU).
